House Bill 765: A Win for Homebuyers, Homeowners, and Housing Affordability in North Carolina

At the core of every REALTOR®’s mission is the belief that homeownership changes lives. Helping more North Carolinians achieve that dream means addressing the real challenges that stand in the way—chief among them is the ability to build more housing at all price points. That’s why House Bill 765 matters.

Backed by NC REALTORS®, the North Carolina Home Builders Association, and the NC Chamber, HB765 is designed to create clarity, consistency, and accountability in local development processes. It does not impose new rules or remove local government authority—instead, it ensures that existing state laws are followed uniformly across the state.

Why House Bill 765 Is Good for Buyers and Homeowners

1. It Reduces Delays in the Development Process
HB765 streamlines administrative approvals for development, rezoning, and subdivision plat filings. This means faster timelines for builders and, ultimately, more homes hitting the market sooner. That’s good news for homebuyers frustrated by limited inventory and long construction delays.

2. It Protects Property Rights
By reinforcing site-specific vested rights and extending their duration from 2 to 5 years, the bill ensures that property owners aren’t penalized for regulatory holdups outside of their control. It also safeguards the ability to rebuild after emergencies and disasters.

3. It Encourages Smart Growth
While HB765 limits unlawful zoning restrictions, it still allows municipalities to tailor density and land-use requirements to meet local needs—particularly in larger, fast-growing areas. This promotes a balanced approach that supports both growth and community character.

4. It Increases Housing Options
The bill allows tiny homes and accessory dwelling units (ADUs) in residential districts within North Carolina’s most populous counties. These housing types provide more flexible, affordable options for first-time buyers, seniors, and multigenerational families.

5. It Brings Transparency and Accountability
HB765 provides clearer standards for how local governments must process applications, make zoning decisions, and communicate approvals or denials. It also allows legal remedies when local governments act outside their legal authority—helping protect individual homeowners and developers alike.

6. It Supports Infrastructure and Access
From subdivision street guarantees to wastewater system approvals, the bill includes measures to improve the timeliness and availability of infrastructure, helping developments move forward more efficiently.

Setting the Record Straight

There has been some confusion at the local level about the intent and scope of this bill. Let’s be clear: House Bill 765 doesn’t strip control from local governments. It ensures that those who are already operating within the law continue to do so, while creating a more predictable and fair environment for those trying to build or buy a home.

Moving North Carolina Forward

We need real leadership and real solutions to solve the housing crisis. House Bill 765 is a bold step forward in ensuring that North Carolina families have access to safe, affordable, and timely housing opportunities. It supports economic growth, individual property rights, and responsible development.

Easy DIY Home Projects That’ll Make You Say, “Yes I Can!” Think home upgrades are only for pros with tool belts and blueprints? Think again! Whether you're a seasoned DIY-er or just starting out, there are plenty of easy, budget-friendly home projects that can make a big difference—with just a little time and effort. Here are some simple DIY projects that’ll boost your home’s style, function, and value—and have you saying, “Yes I can!” every step of the way. 1. Paint an Accent Wall Nothing transforms a room faster than a fresh coat of paint. Choose a bold or trendy color and create a focal point in your living room, bedroom, or entryway. All you need is a gallon of paint, a roller, and a little painter’s tape. Instant style upgrade! 2. Swap Out Cabinet Hardware Tired of your kitchen or bathroom cabinets? New knobs and pulls can work wonders. With just a screwdriver and about 30 minutes, you can go from outdated to modern farmhouse—or from builder-grade to designer-chic. 3. Install Peel-and-Stick Backsplash Peel-and-stick tiles are a game-changer for renters and DIY beginners. They're easy to apply, come in endless styles (subway tile, mosaic, marble look), and add a splash of personality to your kitchen or bathroom—no grout or saw needed. 4. Create a DIY Coffee Bar Turn a corner of your kitchen or dining area into a charming coffee nook. Use floating shelves, a small cart, or a repurposed cabinet to hold your mugs, coffee maker, and favorite brews. Add some cute signage or a chalkboard menu for extra flair. 5. Update Light Fixtures Swapping out a basic light fixture for a statement pendant or modern chandelier can instantly change the vibe of a room. With a little safety know-how (always turn off the breaker!), it’s a relatively simple project that brings major impact. 6. Make Your Own Wall Art You don’t need to be Picasso to create something beautiful. Try abstract canvas painting, framed wallpaper samples, or printable art in thrifted frames. DIY art lets you personalize your space and save money. 7. Add Curb Appeal with Planters Freshen up your front porch with DIY planters. You can build them from pallets, paint basic clay pots, or even upcycle old containers. Fill them with seasonal flowers or low-maintenance greenery for a welcoming touch. 8. Build a Simple Shelf (No Power Tools Needed) Use pre-cut wood from the hardware store and easy wall brackets to add floating shelves in your bathroom, hallway, or office. They’re perfect for storage and decor—and you can stain or paint them to match your style. 9. Create a Chalkboard Wall or Command Center Need a place to organize your week or let the kids get creative? Chalkboard paint turns any wall, cabinet door, or framed board into a reusable message center. Bonus: it’s fun and functional. 10. Refresh Your Front Door A bold new door color + a stylish doormat = instant curb appeal. Don’t forget to polish or update your house numbers and door hardware while you’re at it! Final Thoughts DIY doesn’t have to be intimidating. With the right mindset (and maybe a podcast or playlist in the background), you can totally transform your home one project at a time—and enjoy the satisfaction of saying, “I did that!” Ready to give your space a fresh new look? Grab your tools, roll up your sleeves, and get started. You’ve got this!
